Removing wood from the frontside onwards, will make the jawari turn over to a wider narrowing with the strings and thus make it sound more open. Removing wood at the backside will make it turn over to a smaller narrowing and make the sound more closed. For this you can use a coarse or second cut file, or cut the wood away with a sharp chisel.

1) This is not so easy to answer as I've heard a lovely sounding teak built sitar. Usually teak takes a few years to dry & sound as it's an oily wood. Most sitars are, I think, made of Toon/tun all round with pegs of a hard wood for strength. Not sure where you might use balsa on a sitar though.

You have to be careful and file a little at a time and literally custom fit it to the hole. When finished, mark the peg with a pen to denote which hole it fits. Number them from 1 to 11, 12 or 13 depending on how many you have. The same thing applies to the main tuning pegs. Don't forget to chalk them when replacing the strings to add friction.

To get the gourd cracks together, get some Scotch brand 2" packing tape and stretch it across the crack where needed to hold the pieces together while the glue dries. Give that glue a full 24 hours to set up. Don't worry about glue on the surface. Peel the tape off slowly and hit any excess glue with a wet paper towel.
