Both Carbide Create Pro and Vectric Aspire let you create 3D reliefs from scratch using a simplified workflow compared to full 3D CAD programs like Alibre or Solidworks. Seems to wear well and was a simple solution, very little backlash. The solid block of wood was drilled larger so the threaded rods would not make contact. The drill rods were pressed fit in. Simple as I could make it. I CNC'd the G10 plates so everything would precisely line up, but you could do the same with a drill press and just stack them.

Make inside threads on the ends of the rods and make a smaller hole through your frame, and use a bolt to fasten it. Drill a hole halfway through your frame and make sure it fits 100% in both ends (not recommended but used on some designs)

While there have been some scratch-built CNC Milling machines done, you're best off converting a manual milling machine to CNC until you have a lot of CNC experience under your belt. By "convert", I mean you're basically going to put the x-axis, y-axis, and z-axis under computer control.

3D printers and CNCs are different beasts. 3D printers move a light load quickly with fast direction shifts. CNCs don't need to move fast but need a very ridged frame. Also, CNC apply a lot of lateral forces on the XY axis. Belts are fine on a 3D printer, but on a CNC they stretch and this can be a real issue.
